The original 2ch thread was made in early 2004. Of course, in the original post, I'm sure that the thread-starter was typing the whole thing from the comfort of their own home. One might be wondering how anyone was able to make 2ch posts with a phone from 2004, but I know.
Years ago, in the 2000-2002 timeframe, I had a phone that was able to go to some websites. Only a few sites, as the phone couldn't render images so the site needed to have a text-only mobile version, and typing required pressing the same buttons multiple times to select letters, but it was possible with some sites. For example, Ebay was one of them. In fact I won an auction via that phone. Given that 2chan was always a text-driven site, I'm sure that more than a few people in Japan at the time had phones that were capable of making posts to 2chan.
That said, technology has changed horror. It's rendered many older horror stories toothless, while creating an environment for new ones. Horror is generation-dependent anyway. The idea of a demonic clown luring kids into a sewer to eat them was scary 30-some years ago, but to kids these days, that's just another Tuesday.
